The United Arab Emirates where Dubai is located has a modest dress code. Although, women don't have to cover their hair, they do have to respect that the UAE is also an Islamic country. In many public areas such as the malls there will be signs on the door entrances reminding visitors of the dress code.
Women are advised to wear modest dress, preferly long sleeved clothing, and non revealing, and no low cut or see-through clothing. Skirts and dresses should be worn mid length-no minis. Jeans etc. are allowed but tops should be long sleeved.
Backs and stomach should not be revealed as with short tops.
Men are not allowed to wear shorts in supermarkets.
One can and will be stopped by door keepers at the mall entrances if the dress code is not followed.
It is disrespectful to ignore the dress code.
