First, you get a Gastly and teach it Mean Look and Hypnosis. Then search for Mesprit. You pick mean look as the first move and then switch to a high-level Pokemon that knows False Swipe. Keep using False Swipe until you've gotten it down to 1 health. If you still can't catch it, use Hypnosis and try to catch it again.

Where do you find Emuritto?
To find Mesprit, you must have captured/defeated Dialga or Palkia, depending on your version of the game. Once you've done that, go to Lake Verity, surf into the cavern, talk to Mesprit and it'll fly off. If you don't have the marking map from the Poketch company, go receive it from the President in Jubilife, so you'll be able to track down Mesprit easier. If you mean in Platnium version, then it's possibly the same way. Though, that game has yet to come out in America.
