For Moltres, try to use a Marowak to keep using False Wipe until Moltres' HP reaches one. Then, Switch out with an Electric Pokemon that has the ability, Static. When Moltres gets paralyzed by your Electric Pokemon, use a Great Ball. It's been about two years for me, but I remember using this strategy and a Great Ball to capture Moltres. I forgot about the other two legendary birds, sorry. Answered by: QWERTY

Fly to viridian city and talk to the old guy who teaches you how to catch Pokemon fly to cinnibar island use surf to the right and surf up and down the edge of the island you should find a glitchy Pokemon if your master ball is in the 6th slot of your bag it will be duplicated! Defeat the glitchy Pokemon and now go catch the birds with your master balls.
