Depends on the molarity. The following data for electrical conductivity are approximate, as measured by a simple conductivity probe in my chem 17 lab, and are given in units of micro Siemens or 10^-6 S:
0.1M NaCl solution = 90800 micro Siemens
0.003M NaCl solution = 530 micro Siemens
Sodium chloride will not conduct electricity in solid state as the position of the ions are fixed and there are no ions to move around.
However when dissolved in water or any polar solvent and also in the fused (molten) state, sodium chloride will conduct electricity.
