The current size of the House of Representatives is currently set by law at 435. It was set at this number by the Apportionment Act of 1911 (Public law 62-5). The bill was passed by the House and Senate on August 8, 1911. The way they are apportioned is a result of the Reapportionment act of 1929 (which made the limit of 435 from Public Law 62-5 permanent) and the Apportionment Act of 1941 which set the method of determining how may of the 435 each state received by using what is known as the Huntington-Hill method.
