Ireland. Originally, Halloween was known as "All Hallows Eve" and the festival was first celebrated in fifth century B.C. by ancient Celts in Ireland. It's first night was on October 31st and has been a tradition ever since.

Halloween, or more correctly, All Hallows' Eve, was first celebrated by the Scottish in the 16th century. Centuries earlier, though, Gaelic pagans celebrated a festival called Samhain, which gave thanks for a good harvest and mourned the dead that passed in the previous year. Halloween as we know it borrows many of it's roots from the festival of Samhain.

The first state to celebrate Halloween was Minnesota. Anoke, Minnesota started an organized town event to celebrate Halloween in 1920. They had the first Halloween parade.
