Once you are familiar with the island locations, you should go to the internet Cafe and get the page from the French-English translation dictionary. You can try to beat the Pong game (record is very high), but it is not part of the island quest. To get the attention of the man there, you will need to go to Downtown, and get a green balloon from the Clown Store. Take it to the Countryside and give it to the boy there with his mother. Now come back to the Underground Tour at downtown, and rummage through the trash to find the Underground tickets there. They belong to the man at the Internet cafe, who will talk to you now. (You can't pass the guy outside without getting the news.)
