The "dry" setting is 17.5mm +/- 1mm from the base of the carb gasket surface (without gasket) to the center of the float (furthest point from the pivot point of the float).
The "wet" setting is 3mm below the gasket base of the float bowl. to accomplish this you fit a hose to the bowl drain and loop the open end to extend above the float bowl/carb surface. Open the drain screw and measure the fluid level from the bottom of the main carb body.

on my 1982 maxim 550, the oil fill cap is the little cap right above your rear brake. The oil filter looks liek its in the front bottom area, just un bolt that to drain, and unscrew the cap by the brake to fill.
