I believe you are referring to The Cramps, Live at Napa State Hospital in 1978. It was a mental institution and how they received permission to film this is beyond belief. Numerous patients do come up and sing with the band and you can tell these are not actors. The Cramps were originally from Ohio, then NYC, and finally, Los Angeles. The video is available in various formats. They weren't so much punk as they were primitive garage/rockabilly. The singer, Lux Interior, died earlier this year.
