It is the bar (the counter behind which the bar staff stand to serve patrons alcoholic and non-alcoholic drinks, snacks and, sometimes, meals) in the front room of an hotel, bar or other venue.
When a bartender stands behind the bar facing the guests, the back bar where bottles are normally displayed on shelves is behind the bartender. The bar, which you might call a "front bar" though is it usually just called "the bar", is in front of the bartender. The bottles stored in "the well" or the "speed rail" below the counter on the "front bar" are usually referred to as the "house brands" or "well brands". If a guest asks for a drink such as a gin and tonic without asking for a particular brand of gin, the bartender will make the drink using the gin from the speed rail or well.
