My 2000 4.0 liter automatic usually gets around 15 or 16 mpg with combined highway/city driving. It's also got 30x9.5x15 tires.
The estimated fuel mileage for the latest Jeep Patriot is 23mpg in the city and 28mpg on the highway. This is currently the best fuel economy in the off-road class.

Because it's an SUV. Try a fuel and induction cleaning, since the fuel filter is inside the tank and therefore not servicable.
My 95 Country was still getting 19/city and 21/highway after 300k miles.
The regulator is part of the pump module in the fuel tank.
The fuel pump on a 1996 Jeep is in the fuel tank.
If it is anything like my 96 SC2 i get about 35-40 highway mpg.
