I have an '89 350 Suburban and get bout 15 MPG.
Actually, it uses about 4 gallons an hour, pretty much no matter what I'm doing. Going 70 down the road or doing 30 in town at stop and go. Obviously, I use fewer gallons per hour at idle.

Replace the fuel filter first, sometimes they can be the problem. But usually it's a tired fuel pump.
It is in the fuel tank .
I am not sure about a 2500 but on a 1500 it is on the firewall almost directly above the distributor.
It is inside of the fuel tank.
In 2005 Chevy started putting the fuel filter inside of the fuel tank.
