It should be 35-45 psi at key on engine off and 28-45psi when engine running.
Fuel pressure on a 2002 Ford F150 4.2 V6 should be around 40 PSI. When pressure drops too low, fuel is not vaporized properly.

Nissan 280z's and zx's had external fuel pumps around that psi, and Ford's from the 1980's had external fuel pumps (but it had a higher psi).
