I'm doing the same- they have 20:1 in the manual which is about 50mls of oil to 1 litre of fuel. its a far bit when i run 32:1 on my kdx 200 -about 31.6 mils about.
The 20:1 ratio was back when we had some older style of oils and now we have synthetics technology.
Ive had no problems with the 32 ratio so far but there was things about changing your jets as the oil is thinner ect.

There's no governor on a Honda Nighthawk 250. A Honda 250 Nighthawk is a motorcycle, not a lawnmower.
The fuel filter is on the main fuel line from the gas tank to the carburetor, close to the top of the engine and on the frame rail on the drivers' side.
