The sump is a tank (reservoir) at the bottom of the engine which contains lubricating oil. When the engine is switched off, the warm lubricating oil at the top of the engine, seeps back into the sump by gravity, ready for future lubricating use when the engine is running again.
The removing of the drain plug allows the dirty oil to be drained, the sump to be washed with paraffin or other cleaning solution to remove residue, and for clean, fresh lubricating oil to be put into the sump.
To monitor fluid level.
Large quantities of liquid refrigerant enter the compressor and then mix with the lubricating oil in the compressors sump.

You do not need a plumber to install or maintain a sump pumping system. As long as you provide adequate exhaust for the pump to take its water to, there should be no complications with a sump system.
You would need a sump pump repair if the sump pump in your basement is not pumping out water. The purpose of a sump pump is to drain excess water that is part of your waterproofing system.
