The fuse for power windows on my 1995 Golf Cabrio is Fuse 14 (10A) and is labelled Backup Lights (yes, backup lights) on the fuse panel.
No, there is no glove box on a 1995 VW Cabrio. The space is occupied primarily by the passenger air bag.

You may be able to find this layout online. You will then be able to use it to fix anything that might be wrong with the vehicle.
Short in the wiring or the circuit is overloaded.
I have a 2001 VW Cabrio and the fuse box is located under the steering column on the left side. It's a rectangle box with two slots on the short side that open the door. The door should be a flip down and the inside of the door has the fuse "map" for what each fuse affects.
In your owners manual the numbers will tell you what circuit each fuse protects.
