My 1994 (same as 1995) Volvo 850 with non turbo engine and automatic transmission gets about 11.0 L/100km in the city and about 9.5 L/100 km on the highway but those numbers are highly dependent on temperature and tires, not to mention my driving habits. But for budgeting purposes I use those numbers. My 1998 V70 with non turbo and 5sp actually does worse in the city, about 12.0 L/100 km but better on the highway at 7.8 L/100km. Once again this is highly variable.
Mine, 94' 850 t5, says about 19 miles per Galon city/hwy, it use to be 21.
in the gas tank
22 mpg.
The stated gas mileage is; 23 mpg on the highway, 19 mpg in the city. The actual gas mileage is dependent upon the driver and the driving conditions
go to your local Volvo dealer, there is a recall or fix for that at no charge!

It depends on if you mean the Volvo semi trucks or SUV. The best semi is the VN430 and the VHD.
A SOHC is better for gas mileage, because it uses less gas, and has 130 hp. A DOHC is worse for gas mileage, but has 150 hp.
About 17 mpg (city)
