Any Gas with a lower density than 1.2kg/m^3 will make a balloon rise. However I think you are talking about helium. Gases that are lighter than air like Hydrogen etc
Helium Is the lighter than air gas that is used to fill party balloon's it is an inert gas, that is it doesn't burn unlike Hydrogen which is the gas that was used in the Hindenburg air ship.
