Number of ways depend on if the wall is plaster board (dry lined) therefore hollow behind it of it its a plaster on a cement render (solid wall)
For plaster board wall there are rawl plugs that are specific to to job which when the screw goes in opened up 2 small plastic flanges to hold the plug in place. The other plug is a self tapping plug which you screw in to the plasterboard and it had deep thread's on it to hold it in place. A scree then is screwed in to the centre of this the other method for solid walls is to drill in to the wall with a masonry drill bit and place a plastic rawl plug in there.
All good home improvement and DIY shops sell these items - Also consider the weight of the picture as this will have a bearing on spreading the weight over more that one fitting

There are several types of plaster...so it all depends on the type of plaster you use. Lime plaster...may work...dry plaster is what they use for walls and stuff...maybe if the temp is very low it may work but I think plaster is flammable to an extent
Carefully. lol Drill a small hole, then use a picture hanger. Make sure the hole is just slightly smaller than the nail for the picture hanger. Don't skip on drilling the hole, or you will crack the plaster/stucco. (I assume you meant plaster/lathe instead of stucco; stucco is outside of the house and is usually made from portland cement, plaster/lathe is used inside in older houses and is... well... plaster.)
Roughcast walls, like stucco or plaster can be cleaned using a mild detergent and water. For large walls a mop can also be used to clean the roughcast walls just like cleaning a floor.
Bolt, nail or screw the frame directly to the wall. Without a frame you can paste the picture on the wall or use tape, staples or nails. Most cases a wire is placed on the back of the frame and it is set on a hook on the wall. There are other types of hook set ups that allow for hanging pictures. Use the smallest nail or hook necessary to hold your picture to avoid damaging the walls. When hanging pictures with a wire on the back, you can use 2 or more hooks. Please don't use bolts, screws, paste or tape. Your landlord will love you and you'll get your damage deposit back.
you should allow one week per 1mm of affixed plaster....you can cheat by painting over the plaster surface with a breathable paint BUT you will probably suffer from condensation until the plaster has dried thoroughly. Merry Christmas
Kal-Kote Finish Plaster is a white finish plaster that can be troweled on and left with a smooth or textured finish, over base coat and on top of blue board. We also use this plaster when we are resurfacing existing walls and ceilings that have been prepared using plaster washers and fiberglass mesh tapes over the cracks, and gluing the entire surface with "Plaster Weld " ( a Larson product ) to create a bond over previously painted walls and ceilings . We also tint the plaster to make any color desired , and apply two coats of machined buffed wax to give the walls a satin smooth finish burnished with steel wool .You will never have to paint again !
