This is the so-called "Speech and Debate Clause." It is in Article I, Section 6, Clause 1. Among certain other protections it gives Congressmen, it states that: ". . . and for any speech or debate in either House, they shall not be questioned in any other place."
The article and section in the US Constitution that states that members of Congress cannot be arrested or sued for anything they say in Congress is Article I, Section 6, known as the Speech or Debate Clause. It provides congressional members with immunity from legal action for their legislative activities and protects them from being questioned in any other place for their speech or debate in Congress.

The Constitution's Speech and Debate clause is important because it protects members of Congress from being questioned in a court of law about any particular aspect of a speech that is made. No evidence presented before a court of law may be a speech made before either the Senate or the House of Representatives under this provision. Such evidence must be tossed out as in violation of the Constitution. It is important to note, however, that the Supreme Court has eliminated from protection by this clause any statement made by the Representative or Senator in a press release or in a speech made outside of the meeting chambers of Congress. The Court has ruled that these actions do not fall under the "deliberative" aspect of Congress, which is why the provision came into play. Rather, they fall under the "informing" aspect, whereby the public is informed of actions of Congress, thus exempting them from the Speech and Debate Clause.
The fuzzy clause is in the third paragraph of Section Two. It says: "The Number of Representative shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative." According to aforgenet.com, "A Fuzzy Clause is used to verify if a linguistic variable can be considered as a specific value at a specific moment." Because there is a variable in the clause, it is subject to change. We do not have one representative for every thirty thousand citizens anymore. That would make it nearly impossible to accomplish anything in Congress. (Imagine having a congressional debate with over ten-thousand representatives. Its hard enough with 535 right?) This clause is "fuzzy" because it is subject to change; Now each representative represents many more people than the thirty thousand originally stated in the constitution.
Hutchinson won in Supreme Court against Proxmire 8 votes to 1. The court found Proxmire was not protected under the Speech or Debate Clause of the Constitution in Article 1 Section 6 paragraph 1, after sending out newslaters, press releases and a Good Morning America Interview defaming Hutchinson's research. The case was settled outside of court where Hutchinson was given $25,000 by Proxmire.
