They may target traffickers, but marijuana users and street-level dealers don't have much to worry about.
Many state and local governments have either decriminalized or legalized the personal use of marijuana. The one's who haven't still tend to spend their resources elsewhere.
Marijuana is used quite frequently, and it's fair to say that many of the agencies who combat it are giving up. Many officers/agents can spend their time preventing worse crimes, and do not feel the need to put individuals in jail for such an offense.
