In the Greek South it is a Presidential democracy, with elections held every four years. In the Turkish North it is what's known as a 'titular democracy'- there is a civilian President and Government, but it is propped up by the military and ultimately answerable to them. Freedom of expression, speech and the media is limited, and Presidential candidates are limited to ones that the army approve of.

What government does the international community recognize which government on Cyprus?

Greek Cypriot or the Republic of Cyprus. There are two governments on Cyprus: the Republic of Cyprus and the Turkish Republic of North Cyprus. While the North expressly claims that it is Turkish, the South does not make any religious or ethnic claims. In fact the border at Nicosia is open to Turkish Cypriots from the North who wish to take part in advantages that the government of Cyprus has, such as membership in the European Union. When people say the "Greek Cypriot government" they are referring to the Republic of Cyprus since it has a Greek Cypriot majority, but the government of the Republic of Cyprus is not exclusivist in any way. Are eu citizens able to travel freely in Cyprus if they have arrived on the island via ercan airport?

Yes they can. The British High Commission in Cyprus gives the following information: "British and other foreign nationals who have entered Cyprus through the north (e.g. Ercan airport) are considered by the Government of the Republic of Cyprus to have entered Cyprus through an illegal port of entry. The Government of the Republic of Cyprus reserves the right to fine EU (including British) citizens for illegal entry if they cross into the south. In practice, their current policy is not to do so." This is correct.
