The cost of photovoltaic cells is high. Probably in the past with fairly cheap oil and natural gas, there was not much interest in solar. But this is changing. Although the potential of solar is huge, it is best adapted to very sunny areas, which are often not highly populated so the demand for power there is low. Also of course the sun does not shine at night.

And the government and oil companies.

Coal was easy to find, easy to dig up and easy to burn, and we didn't know that the carbon dioxide and other pollution would cause so much damage.

The same with oil. And a tiny amount of oil has so much energy to release that we thought we would never need anything else.
