TECHNICALLY speaking - there are probably some jurisdictions that DO have regulations on this that could apply to a kid's lemonade stand. Unfortunately if these things are "officially" brought to their attention, they MUST (by law) take some kind of "official" action. Most times however, these are overlooked with a wink.
If you are a 9 year old who wants to make some money, ask your parents if there any chores around the house you could do. In the summer (if you ask them nice enough) they might let you set up a lemonade stand. Or in the spring, one of them might take you around to the neighbors houses and let help some with their sprig cleaning. In the fall you could rake leaves, whether it's at home or at the neighbors homes. there are many things that you can do to gain money. All you have to do is stay committed, save your money up and, most importantly... TRY!!!! :)
