A corrupt political boss named Jim Taylor creates a pubic backlash against Jefferson Smith's filibuster by using his power over the press, etc. Saunders (Mr. Smith's secretary) remarks "Public opinion made to order", then Diz (a reporter) replies "Yea, Taylor made!"
