Scholastic Counts is a similar program to Accelerated Reading.
Accelerated Reader is very expensive software. You can't take tests online for free. Your school wants to be able to monitor students taking tests.

Schools that use Renaissance Place™ with the Accelerated Reader™ Enterprise Edition, you will have access to Home Connect. Schools or districts can grant access to Home Connect by sending a letter generated through the Home Connect tab in Renaissance Place, which contains the necessary login information. Home Connect allows students and their families to log in from home to monitor Accelerated Reader progress.

Anyone can take an accelerated reader test. These tests are questions regarding stories or novels students are supposed to have read. It also helps gauge where a student is at with reading.
You can find a free Accelerated Reader test for 'Hatchet' in most schools. These schools have the programs set up for children.
