Not completely sure, but it could be 3.5HP Briggs and Stratton states that torque is the most appropriate measurment for push mowers since all of the engine's power (HP) is translated into torque power (spinning blades) and nothing else...while their larger motors used in riding mowers distribute the raw horsepower around the machine for different purposes (e.g. PTO, transmission drive etc) , so HP is more appropriate to use in that case. Personally I think they're just using it because HP is always a lower number. lol
