There is no simple answer to this question. California is a large state and so the temperature in one part is quite different from that in another. Also, whether or not a person finds it hot depends on what the person is used to. Someone from the polar regions is likely to find it hot whereas someone from the tropics would find it cool - or even cold.

If you are talking about Temp. wise then yes, the southern part of California is hot but the northern part is similar to Oregon ad Washington. Also California isn't a country, its a state in the United States of America.
