You have described a rather general type of problem. If you are not meeting your commitments, then broadly speaking, there are two types of solutions. Maybe you should make fewer commitments, or maybe you should try harder to meet the commitments that you make (or both).

You should be familiar and comfortable with the local drive laws and customs of the country the liscense is from. These rules vary by country.
If they are commercially packed, you should have no problems.
For international day, maybe you can support your country/city by wearing the national colours on the outfit or if you have the outfit, why don't you wear it!?!?!?!?
The UN has failed to intervene in international problems in an effective manner. It would seem unwise to increase the UN's role in such matters.
