To split document to sections which can have unique section names for easier navigation and to inform the reader what he is reading about. It can be like chapters in a book or parts of a very long formal document. It can also be used to apply different kinds of formatting in the document, such as having different amounts of columns in different parts.
There are lots of instances when it is very useful. If you want to change the formatting in the middle document in a significant way, like adjust the amount of columns or changing the orientation of a page in the document. You can also set it up to make a document easy to navigate, enabling you to move to different sections in a structured document, like one with chapters. It also enables you to set different headers and footers in the different sections. So generally if you want different types of formatting in the structure of one document, section breaks are very useful.
A section break allows you to apply different formatting in the same page, without disrupting the formatting of the whole page. A typical example is when you want to use columns in a page, and have different amounts of columns on the same page. You will see sometimes in a newspaper where a headline goes across the whole page, and below it is the story in several columns. To do that in Word, the headline is in one column and below it the story is in 2 or more columns, and so it requires different formatting. The section break will be between where the part of the page is in one column and where the page is in 2 or more columns.

Sections in a document have a standard format. For example you can set up sections in your document that have different amounts of columns, if you were doing a magazine. It is possible to have the different sections on the one page. So part of the page woule have 3 columns of text and part could have two columns. A section break will allow you to that. After making a section break, you can change the formatting and it won't affect other sections. A next page section break will create a section break, but start that section on a new page. It is a combination of a section break and a page break.
