Yes a plant cell membrane acts as a barrier and controls what comes in and what leaves a plant. Many people get it confused with a cell wall but a cell wall keeps the plants shape, and a membrane controls the chemicals.

Controls what goes in and out of the cell?

It is the cell membrane. As the name indicates it is the membrane around the cell which has exactly the function described, controlling what is going in and out of the cell, through different kinds of channeling technics

Why does a plant cell have a cell membrane?

All cells need to be able to let food, water and unneeded waste to get in and out of the cells, that's where the cell membrane comes in; it acts like a filter letting things in and out. In the animal cell it also has the job of protecting and keeping the cell in place, but in a plant cell the cell wall is given that job.

What controls what enters and leaves the cell?

IT depends on what cell. In the plant cell it is the cell wall and the cell membrane. But in the animal cell it is only the cell membrane.

What is the function of the cell plasma membrane?

The plasma membrane serves as a barrier to the outside environment. The membrane acts as a boundary, holding the cell constituents together and keeping other substances from entering. The plasma membrane surrounds the outside of both Eukaryotic and Prokaryotic cells. It is made up of a double layer of phospholipids and controls the movement of various substances into and out of the cell, both passively and actively.
