To Quit a program running on Mac OS X select Quit from the Program's Name menu. The shortcut for this is always the Command (cmd) key and Q.
On MacOS a Force Quit will immediately exit any selected program that is not responding.I don't use Windows enough to know how to do this there.

Press Command - Option - Escape simultaneously. If you need more explanation on how to find these keys read on: Command is the button with the curly clover pattern on it. When any window on your computer says Not Responding, it means that the program has encountered something wrong in it or something else's programming. How long you have to wait depends on the depth of the error it found. This error may be caused by a virus, a weak computer, or several other things. The best way to fix this message is to press and hold the Ctrl key and the Alt key at the same time, press the Delete key, then lift your fingers all up. A window will pop up listing the programs running on the computer. Click the program that says Not Responding and press the delete key. The program that had the problem will then close. If it doesn't, then restart your computer.Following these steps will mean that anything that is not saved on your computer will revert to how it was the last time you saved it. This is unfortunate, but can not be avoided. This is just one reason why you should save your work regularly.
