The largest producers of oil in the region are Venezuela and Mexico; the largest producers of silver are Mexico and Peru respectively. Therefore, the only country within the region where you will find both commodities in vast amounts is Mexico.
We have left all of the manufacturing to developing countries such as China and India. Arizona still has some manufacturing, therefore by default it is probably the largest manufacturing state in the southwest United States.
The largest country between Mexico and South America is Nicaragua. If the region is defined as including Mexico, then Mexico would be the largest.
