You can trade, but you must have met the gamecube game's trading requirement. E.g Pokemon Box is 100 Pokemon in your Dex (for LG/FR) Pokemon Colosseum is National Dex/E4 for LG/FR and beaten Colo's main game, same requirement for XD. RSE can more or less trade straight as soon as the main game is completed in the gamecube game.

After getting the National Dex, go to Route 229 and there will be MEW floating above the pond, I think he is there because it resembles a similarity to Faraway Island in Pokemon Emerald and it is a rainforest and MEW lives in the rainforest because of the book entrys in the Pokemon Mansion in FR/LG: Deep in the rainforest, we discovered a new pokemon, we cristended the newly found Pokemon as "MEW". If you are talking about Pokemon from FR,LG,R/S/E, then yes you can but you must have beaten tyhe elite four and champion to do so. Also you have to get the national dex. One way to do so is to transfer over Pokemon from your FR,LG,R/S/E via pal park, if you have one of those games and inside you have Pokemon in your PC in those games you can transfert those over to dimond and pearl. Another way is to look out for Pokemon pop ups. Talk to dawn/lucas's little sister to find Pokemon pop ups I.E Absol on route 221.

Unless you are willing to get an Action Replay and perhaps a thing on your computer called pokesav to get your own Pokemon. But people can't read as shown above... so hope I helped
