A parallel of latitude can be drawn at ANY latitude on a map or globe. There's no standard set of some limited number of them. The northernmost point in Colombia appears to be Punta Gallinas at 12.4584° North latitude. The northernmost point in Venezuela is the tip of the Paraguaná Peninsula, near Cabo San Román, north of Curimagua, Coro and Punto Fijo, at 12.1968° North latitude. Any parallel of latitude that's no farther north than 12.1968° North runs through both Venezuela and Columbia. (This contributor is happy to have researched the question. When I worked in Curimagua and slept in Coro, and all these years since then, I always thought I was much farther up on the Paraguaná. It's nice to finally see where I really was at the time.)
That point is only a few miles outside of Puntarenas, Costa Rica.
-- On a globe or a world map, find South America. -- Look at its upper-left corner, where it hooks onto a skinny connection to North America. -- The spot where that skinny connection hooks onto the round shoulder of South America is in Colombia. From there, a short distance into South America in every direction, you can find the borders where Colombia ends.
