12-14 in the Trilogy. So I'm guessing 12 in 'The Hunger Games' and 14 by the time of 'Mockingjay'. He is at least 12 in Catching Fire because Katniss remarks how he signs up for tesserae.
Assuming it represents our future (vs an alternate history Earth), we're talking at least the year 2100, since the Hunger Games are being held for the 75th time, and early on in the book, it suggests war/cataclysm and a period of rebuilding. It never says the true thing that destroyed the North American countries (The United States and Canada), but it was surely something unbearable.
Otherwise the Capitol will obliterate them like they did District 13--or at least claim to have done. The Capitol is rumored to have possession of nuclear weapons and are known to have a huge Peacekeeper force as well as hovercraft and advanced war technology. The Districts would fall if they attempted to rebel.

It's the 75th Hunger Games, and each quarter, they pull out a drawing, of what will make the Hunger Games worse this year. For instance, when Haymitch was in one of the "Quarter Quarrels" (atleast I think they're called that. Something like that) they used twice as many tributes. So 2 boys and 2 girls from each district. This year.....President Snow pulls out the most horrifying thing ever, The Tributes that will be pulled out....will all be Victors from the past games. And there is only one girl who has won for District 12. And that just so happens to be Katniss.
There are many theses for the Hunger Games. Some are:Who will survive the Hunger Games?Who will die first?Who will die last?Who are the main adversaries that will give Katniss problems?How will the adversaries try to survive and how will they fail?Are adversaries going to group up to kill off their opponents faster and then turn on each other?Who is the most cunning of the adversaries?Who is the most skilled, and how will they be able to killed?
