Assuming it represents our future (vs an alternate history Earth), we're talking at least the year 2100, since the Hunger Games are being held for the 75th time, and early on in the book, it suggests war/cataclysm and a period of rebuilding. It never says the true thing that destroyed the North American countries (The United States and Canada), but it was surely something unbearable.

Otherwise the Capitol will obliterate them like they did District 13--or at least claim to have done. The Capitol is rumored to have possession of nuclear weapons and are known to have a huge Peacekeeper force as well as hovercraft and advanced war technology.
