Wind is a very difficult variable to rank like this. The windiest areas tend to be on the coast and at higher elevations, or even in locations where there is a persistent downsloping wind. The least windy locations would be in a sheltered location, at a lower elevation, away from the coast. Things like latitude do not have much to do with wind speed. Which European cities would fall into this category is something that should be easy enough to research.

i was watching a program last night and they said Dodge City, KS is the windiest city in the US. i find that hard to believe. i would think someplace in Wyoming based on my experience. seems like a fairly simple ? to answer....
