update 9/6/12 It is called the navigation pane.
The left kick panel would be by the driver's left foot.
According to the 2013 Ford Explorer owners manual : The passenger compartment fuse panel is located below and to the left of the steering wheel , by the brake pedal ( it has a cover on it )

At the rear of the vehicle, in the cargo compartment, there should be a panel on the left side. Remove that, and the jack and lug wrench will be in there.
