18 or over - person being pierced can sign 16-17 - parent or legal guardian of person being pierced must sign a form, which then must be notarized 15 and below - after the form is signed and notarized, the parent or legal guardian must accompany the person being pierced in the piercing room That's the legal requirement to comply with the laws of the state of Florida. If the piercer decides he's not going to pierce anyone under the age of 18--and some piercers won't--you are not getting a piercing from him if you're not 18 yet. As long as his policy is uniform, he is within his rights to refuse service to anyone.
