Professionally, I don't know the answer, I'd say regular job age limit. When doing it randomally possibly for loved ones or friends of friends or whatever, you don't really have a legal age limit though the lowest you should go is probably 12 years old depending on maturity and responsibility.
It is to the discretion of the parent, but I would not suggest trusting anyone under the age of fourteen-years-old. (Preferably sixteen, in case of an emergency where driving is adamant.) Also, there are many baby-sitting certification classes offered now.
