Feeder fish are simply fish that have been "deemed" to be not good enough to keep alive and so are sold as food for other larger fish. They could live a normal life span for their species. Rosey Red is a colour not a species but if you are refering to the Rosey Red Barb then the fish could live for up to 5 years if you do everything right.

The basic minima are. :-1 inch of fish needs a minimum of 1 gallon of water. Every tank must have a permanently running 'cycled' filter. Every tank must also have at least 50% of its water replaced every week.
If by "Rosy Red" you mean a Rosy Barb they can live for 4 years or so. If they are used as a 'feeder fish" their life span obviously would only last as long as they are not fed to something.
