NCIS has aired for 14 seasons [as of August 2017] & while that's not bad for prime time series, it's verylow on the general list of 'longest running shows', especially when you include international shows.If you narrow it down to strictly American prime time shows [as per the list on Wikipedia] there are currently [again as of August 2017] 76 programs above it.

Of course not. TV existed LONG before 1989. If by chance you're asking if it's one of the longest running TV shows, that depends. If you're speaking of Scripted American Prime Time TV shows, Yes 27 years is impressive, however when you look at just TV in general, No. it's not one of the longest running. There are shows that have been on years & decades longer than The Simpsons with several that are still producing episodes today.
Your question can't really be answered due to the fact there are dozens of TV shows that were the longest running before & during 2001 that are still on the air today (as of May 2014) so anything that started before & canceled in 2001 clearly wasn't the longest running in the first place.
