If by lowest you mean the producers, then they have the most energy to store. As the pyramid goes up, the energy transfer is only 10%, meaning that the amount of energy that a herbivore has by eating the producer is only 10% while the other 90% is used up by the producer. If by lowest you mean a carnivore at the top of the food chain, then they have the least amount of energy that is stored. Because of this, carnivores have to eat more to sustain their vitality.
