It is a story of the 1st generation of Israelites post Exodus out of Egypt and how they didn't trust or thank God for all His provisions. These doubted God and accused and rebelled against His gracious instructions. They were therefore punished, not be destroying them but by not allowing them to inherit the Promised Land. They would wander for 40 years but teach their children, preparing them for their entrance into the new land.
The 2nd generation then enters the Promised Land and the Book of Numbers ends with a positive expectation that this generation would succeed and the people of God would inherit the Promised Land of Canaan - finally.

At fisrt she doens't understand, but by finishing and unfinished project of her brothers she thinks she has found closure. Thsi is like the main theme in the book, so yea! Closure can definately be a theme for a book.
