a sworn officer wears blue and can arrest criminals while a security guard wears white and can't arrest people
"Mountie" is just a slang term for a police officer who works for the Royal Canadian Mounted Police. Mounties are police officers. There is no difference between the two.
A public security officer works for a public agency like the Police Department. A private security officer works for a private company to ensure tha objects or information important to the company are not stolen, and to contl the entries to the company spaces, etc.
