X-rays have no electrical charge. They are electromagnetic radiation, as are light, radio waves, etc.

When interacting with matter, x-rays may cause the release of electrons from an atom or molecule, producing an ion pair. One element of an ion pair (the electron) will always have a single negative charge, while the other element (all the rest of the atom or molecule) will have a single positive charge.
