Not recommended. Unlike a revolver, a .357 Magnum rifle will have a chamber measured out to achieve headspace with the .357 Magnum cartridge. When loaded with a .38 Special cartridge, proper headspace will not be achieved, and the potential for a catastrophic failure of the firearm - to the point even where it may cause serious injury or death to the firer - is greatly increased.
If you're using a .308 rifle, yes. If you're using it in a 7.62 NATO rifle, you need to check the headspace before you do it, because the two rounds are dimensionally similar, but not identical.

This will depend entirely on the condition of the rifle. Assuming you refer to the SMLE rifle, excellent, like new condition- perhaps $5-600 US. With a worn barrel, poor headspace, damaged wood, etc, perhaps $50 US.
