45,000
There's a lot of factors here. First and foremost will be the legal weight rating of the trailer. This information should be found in the trailer's registration. There's also the trailer type, which you did not specify. If you're pulling a trailer attached by a ball hitch, then you also have to factor in the tongue weight, and what the permissible tongue weight of the tow vehicle is. Often, you'll see cars and light duty trucks and vans pulling trailers with excessive tongue weight. As a result, the rear end of those vehicles is very visibly lower than the front end. This makes for a very unstable and dangerous vehicle going down the road.
When it comes to commercial semi trailers, there's a whole new set of laws pertaining to this. The federal gross weight limit for a five axle unit is 80,000 lbs without requiring permits. Some states allow higher weight limits for intrastate only use.

The weight that can be carried in a semi trailer legally varies. It depends on how much the tractor pulling the trailer weighs. The maximum weight of the total unit, truck and trailer is limited at 80,000 lbs without getting special permits. For a heavy tractor, the trailer would have to be loaded with less weight than a trailer pulled with a light tractor. It's not uncommon for a trailer to comfortably carry 45,000 with most over the road tractors. Some trailers can be loaded heavier as long as the don't exceed the maximum. Also, I should mention, axle weight will affect how much can be loaded also. only 34,000 can be loaded on the trailer and tractor rear axles. This means that the weight on the trailers must be properly distributed.
