The text, copied below, is relatively clear in its meaning. In this set of verses God uses metaphors to discuss the past actions that He has done on behalf of the Israelites, the ancestors of the current Jews. God then creates a covenant or agreement with the Israelites where he would eternally hallow, treasure, and protect the Israelites if they would obey Him and His commandments. Moses brought this proposal to the Israelites who promptly accepted.
