I believe T16 refers to the quality of the steel (recipe) used to make it. The higher the number the better type/quality of steel.
I have heard T16 is used today (2009) and T3 was used to make the Bay Bridge in California in the 1930's.

Actually T16 is the metric size reference of the bar. A T16 bar is the basic equivalent of a #5 bar, there is no such bar as a T3.
